INEFFECTIVESS OF EDUCATION TV PROGRAM IN PAPUA
Education TV service or Education-TV rolled out by Department of National Education since 2006 is not effective to assist the process of education quality enhancement in the remote area. Learning broadcast through the scheduled television nationally is difficult to be absorbed by students due to the conflict of time with their lessons at school especially for the students who are eastern Indonesia.
Misbah, a principal of public middle school (SMP) 7 at Manokwari, said that with the tight of learning time and full of syllabus, it is difficult for teacher to encourage the students to follow the education TV program. In addition, he suggests the school was given CD/VCD consisting with any types of science or knowledge for students and to enhance the quality of teacher.
The education-TV is broadcasted from Jakarta from 07.30-14.00 in western Indonesia time. However, in eastern Indonesia time, it starts 09.30. At that time the schedule of learning at the school is very excessive for any learning material. Only at the break time, the students may enjoy the program. If the students follows until the end of program, the students is going to be late to go home. As the result, the schedule of learning at the school will be disorganized.
The TV device at SMP 7 Manokwari is put at teacher’s room for safety purpose and other TVs is put in language laboratory. Consequently, the students are not able to access the education TV program. J. Sawaki, a chief of Basic and Pre-School Education agency at Manokwari, adds that the service of science and knowledge enhancement is also needed for each teacher. For example, it is not effective way to teach a history of temple or train if the teachers themselves never touch the temple or go on the train.
